美國點名臺灣是「匯率操緃國」 央行：與事實有出入
據媒體報導，美國財政部點名臺灣爲「匯率操緃國」。對此，央行1日透過聲明強調，臺灣只是被列入觀察名單，報導內容「與事實有所出入」。
聲明全文如下：
本（1）日部分媒體報導，美國財政部將臺灣列爲匯率操緃國，與事實有所出入，謹說明如次：
美國財政部依據「1988年貿易暨競爭法案（Omnibus Trade and Competitiveness Act of 1988）」及「2015年貿易促進及貿易執行法案（Trade Facilitation and Trade Enforcement Act of 2015）」，於美東時間4月29日下午4時左右首次發佈「美國主要貿易對手國之外匯政策」報告。美方報告以下列三項標準檢視貿易對手國是否採行不公平的匯率政策：
1.該國與美國雙邊貿易存在顯著貿易順差，達200億美元以上 (約美國GDP的0.1%)。
2.該國經常帳順差相對GDP比逾3%。
3.該國持續進行單邊干預匯市，淨買入金額逾該國GDP 2%。
美方報告指出，並無任何國家符合操緃匯率以阻止其國際收支有效平衡，或在國際貿易中獲得不公平競爭優勢的標準（no major trading partner of the United States met the standard of manipulating the rate of exchange between its currency and the United States dollar for purposes of preventing effective balance of payments adjustments or gaining unfair competitive advantage in international trade），僅將中國大陸、日本、南韓、臺灣及德國列入「觀察名單（Monitoring List）」。
